    التنمية االقتصادية يف اجلزائر حتت قيد األزمة–دراسة حتليلية ملخططات عمل احلكومة للفرتة2010-2022

    هدفت هذه الدراسة إىل تشخيص وضعية التنمية اإلقتصادية يف اجلزائر خالل الفرتة (2010-2022) يف ظل األزمات املتتالية (األزمة النفطية لسنة2014وجائحة فريوس كورواناملستجد لسنة2019). وذلك عن طريق عرض حماور املخططات والربامج التنموية املسطرة وحتليل مبالغها املاليةاليت أعلنتها السلطات العمومية،وقد توصلت الدراسة إىل كد فشل االهداف املرجوة ملختلف املخططاتأن التنمية االقتصادية يف اجلزائر قد أتثرت بشكل عميق ابألزمتني، مما يؤ والربامج التنموية املنتهجة واهلادفة للنهوض ابالقتصاد الوطين وحتقيق التنويع االقتصادII Cette étude visait à diagnostiquer l'état du développement économique en Algérie au cours de la période (2010-2022) à la lumière des crises successives (la crise pétrolière de 2014 et la nouvelle pandémie du virus Corona 2019). Cela se fait en présentant les axes des plans et programmes de développement envisagés et en analysant leurs montants financiers annoncés par les pouvoirs publics,L'étude a conclu que le développement économique en Algérie a été profondément affecté par les deux crises, ce qui confirme l'échec des objectifs souhaités des différents plans et programmes de développement poursuivis et visant à faire progresser l'économie nationale et à réaliser la diversification économique. L’étude visait à mettre en évidence le rôle de la gouvernance dans la gestion des risques bancaires résultant du développement des activités des banques ainsi que des institutions financières, en particulier dans l’investissement au niveau des marchés financiers et la diversité des risques qui les assaillent à la lumière des transformations mondiales et des développements de l’environnement bancaire international et de l’augmentation de la concurrence qui l’accompagne. La question de la gouvernance bancaire et d’entreprise a reçu une grande partie de l’attention des universitaires, des chercheurs et des organismes internationaux, en raison de la transparence et de la divulgation dans les transactions, et pour atteindre les intérêts de toutes les parties intervenantes. Au cours des dernières années, l’attention s’est concentrée sur l’application des principes de gouvernance d’entreprise dans les banques en tant que l’un des secteurs les plus importants, les plus sensibles et les plus exposés aux risques.

    تهدف هذه الدراسة إلى تحديد الدور الذي تلعبه تكنولوجياالملعلومات و الرقمنةفي خلق الميزة التنافسية للمؤسسة، بالاضافة شرح مفاهيمها و تطبيقاتها و إستخدماتها في االمؤسسات ،إذ تعتبر تكنولوجيا الملعلومات ذات أهمية تسيير الادارة رفقة الرقمنة و التي بدورها تمنح التفوق التقني وسهولةفي العمل، وبإعتبارا أن تقنيات تكنولوجيا الملعلومات تمنح ميزة تنافسية للمؤسسة التي تقتنيها مما يساهم و الرقمنة تعد من أشكال التطورالتكنلوجي لفإهنا بذلك اهم يف بقائها في دائرة المنافسة و تقربها أكثرمن الفئة المستهدفة من المستهلكين. أما فيما يخص الاداة المستخدمة في الدراسة فقد إعتمدان في الدراسة الميدانية على توزيع إستبانةمحكمة على (30) موظف في مؤسسة إتصالا ت الجزائر ،كما إستخدمنا برنامج(SPSS)لإلجابة على فرضيات الدراسة ، و توصلت نتائج الدراسة ركزت الدراسة على تسليط الضوء على صلة الربط بين تكنولوجيا المعلومات من جهة أخرى تطرقنا في هذه الدراسة الى مفهوم الميزة التنافسيةفي المؤسسات ،و اخذنا كمثال مؤسسات اتصالات الجزائر This study aims to determine the role played by Information Technology and digitization in creati ng the competitive advantage of the organization, in addition to explaining its concepts, applications and uses in organizations, as information technology is of great importance in the management of di gitization, which in turn gives technical superiority and ease of work, and considering that informati on technology and digitization technologies are a form of technological development, it gives a com petitive advantage to the organization that acquires it, which contributes to its survival in the circle of competition and brings it closer to the target group of consumers. As for the tool used in the study, we relied in the field study on the distribution of a controlled que stionnaire to (30) employees of the Telecommunications Organization of Algeria, and we also used the SPSS program to answer the hypotheses of the study , and the results of the study On the other hand, in this study we touched on the concept of competitive advantage in organizatio ns, and the study also focused on highlighting the link between Information Technology, digitizatio n and competitive advantage in organizations, taking the example of Etisalat Algeria.

    الموجة التضخمية العالمية الراهنة و تداعياتها الاقتصادية -دراسةتحليلية في الاسباب و سبل العلاج -

    جاءت هذه الدراسة للاحاطة بملامح ظاهرة اقتصادية عاملية ألا ّ وهوالتضخم باعتباره من المشاكل الرئيسية التي يعاين منها الاقتصاد العاملي في الوقت الراهن، والذي يعرف بأنه ارتفاع وزيادةفي مستوى الا سعار التي يؤدي الى انخفاض في القوة الشرائية للنقود، وعلى الرغم من الاهتمام المتزايد من قبل الاقتصاديين به الا ّ أنه مازال يشكل جدال ً واسعًا حول أسباب حدوثه وآثاره المختلفة. ومن خالل هذه الدراسة تم رصد ارتفاع كبير لمعدلات التضخم في مجمل اقتصاديات الدول سنتي 2022-2021وهذا تزامنًا مع الا حداث الصحية(جائحة كورونا)والسياسية(الحرب الروسية-الاكرانية ) اليت شهدها العامل في هذه الفترة، وتم أيضا تسليط الضوء على أهم الاجراءات والاليات التي اتبعتها بعض دول العالم المتقدمة والنامية على سواء للحد والتخفيف من حدة التضخم والسياسة النقديةالتي تبنتهاالبنوك المركزية من اهم الادوات التي استخدمتها Cette étude est venue prendre note des caractéristiques d'un phénomène économique mondial, qui est l'inflation, comme l'un des principaux problèmes dont souffre l'économie mondiale à l'heure actuelle, qui se définit comme une hausse et une augmentation du niveau des prix qui conduit à une diminution du pouvoir d'achat de la monnaie, malgré l'intérêt croissant que lui portent les économistes, mais elle fait encore l'objet d'un large débat sur les causes de son apparition et ses différents effets.     دور نظام المعلومات في تحسين اداء المؤسسة

    هدفت هذه الدراسة هذا إلى توضيح دور نظام المعلومات في تحسين القراراتالاستراتيجية ، حيث يعتبر نظام المعلومات الاداري ذا اهميةكبيرة على مستوي عملية اتخاذ القرارات ، ويعتمد المسؤول او متخذ القرارة في ذلك على الحصول على المعلومات،وهو ما يساهم بشكل كبير في حل المشاكل من خلال المرحلة الاولى تكمن في تحديد المشكل،وتحليل المعلومات، اما المرحلة الثانية والثالثة فهي تعتمد على اتخاذ القرارات و البدائل بغية حل المشكل ضمن الاتصال المتواصل بالادارات الاخرى ،وجد امر يتضمنا مهام مختلطةبين المصالح او اإلدارات. وعلى مستوى الجانب التطبيقي فقد تم التربص على مستوى مديرية السكن لولاية الطارف ، حيث شملت على الاستراتيجية بالمؤسسات، The aim of this study was to clarify the role of information systems in enhancing strategic decisions. The administrative information system is of great importance in the decision-making process within an organization. Decision-makers rely on obtaining information, which greatly contributes to problem-solving through the following stages: the first stage involves identifying the problem and analyzing the information, while the second and third stages involve making decisions and alternatives to solve the problem while maintaining continuous communication with other departments in case tasks or responsibilities are shared among different interests or departments. On the practical level, an internship was conducted at the Directorate of Housing in El Tarf province. The study focused on elucidating the role of information systems in improving strategic decisions in institutions. Ninety questionnaires were distributed to employees in the directorate, and two questionnaires were not retrieved. Therefore, 85 fully completed questionnaires were collected with the assistance of the employees in the directorate, representing a correct response rate of approximately 94.44%. The collected questionnaires will be analyzed using SPSS statistical software version 25. The most important findings are as follows: • Information and data are generated on a daily basis through the daily activities of the Housing Directorate in El Tarf. • The information system has inputs and outputs formed from the information and data within the directorate. • The administrative information system is one of the key foundations that play a role in the transfer, processing, and storage of information and data. • The combination of communication channels and information/data contributes to the continuous distribution of decision-making based on various specific tasks or activities.

    دور الادارة الجبائية في مكافحة السلو كات الجبائية المنحرفة للمكلفين بالضريبة - دراسة حالة مديرية الضرائب لولاية الطارف

    تهدف هذه الدراسةإلى إبراز دور الادارةالجبائية في تحليل السلوكات الجبائية المنحرفة للمكلفين بالضريبة ومدى التزامهم و وادائهم لواجباتهم الجبائية، واستنادا الى ان النظام االجبائي الجزائري نظام تصريحي فإنه يتوجب على الادارة الجبائية التأكد من صحة التصريحات المقدمة من طرف المكلفين بالضريبة وضمان مصداقيتهاوإتباع إجراءات رقابية مختلفة لغرض اكتشاف العمليات التدليسية ومحاربتها وبالتالي الحفاظ على حقوق الخزينة العمومية، وفي هذا الاطار يعمل المشرع الجبائي على تعزيز العلاقة بين الادارة الجبائية والمكلفين بالضريبة ومواكبة عمليات الرقمنة التي تنتهجها الدولة في إطار تكنولوجيا المعلومات و الاتصال بهدف تحسين نوعية الخدمة المقدمة واختصار الوقت والجهد. ونظرا لطبيعة الدراسة فقد اعتمد ان المنهج الوصفي والمنهج التحليلي ومنهج دراسة الحالة من خلال القيام بدراسة ميدانية على مستوى مركز الضرائب لوالية الطارف، ودراسة الملف الجبائي لكل من شخص طبيعي وشخص معنوي قيد الرقابة الجبائية . وقد توصلت الدراسةالى ان الادارة الجبائية لهم دور أساسي في تحسين التحصيل الجبائي وذلك من خلال دراسة السلوكات الجبائية المنحرفة للمكلفينبالضريبة ومكافحتها بإبتباع كافةالاجراءات القانونية وتوفير الضمانات اللازمة للمكلفين بالضريبة محل الرقابة الجبائية This study aims to highlight the role of the tax administration in analyzing the deviant behavior of taxpayers and the extent of their commitment and fulfillment of their duties. And based on the fact that the Algerian tax system is a declarative system, the tax administration must ensure the validity of the statements submitted by taxpayers and ensure their credibility, and follow various control procedures for the purpose of discovering fraudulent operations and fighting them, and thus preserving the rights of the public treasury. In this context, the tax legislator works to strengthen the relationship between the tax administration and taxpayers, and to keep up with the digitization processes that the state has pursued within the framework of information and communication technology, with the aim of improving the quality of service provided and shortening time and effort.     نهدف من خلال هذه الدراسة التعرف على دور تكنولوجيا المعلومات و الاتصال الى تحسين دور الاداء الوظيفي لموظفي شركة اتصالات الجزائر فرع الطارف حيث تم الاعتمادالدراسة على الاستبانة وبرنامج *SPSS* وهذا ابتغاء معرفة اراء الموظفين حول الدور الذي تلعبه تكنولوجيا المعومات والاتصال في تحسين مستوى ادائهم داخل المؤسسة. وتوصلت الدراسة الى مجموعة من النتائج منها ان مصيرالمؤسسات أصبح مرهونا بقدرتها على تحسين أداء عامليها بطريقة اكثر عملية،كما تلعب تكنولوجياا لمعلومات والاتتصال دورا هاما في الرفع من انتاجية العمال داخل المؤسسة ،و تساعد في انجار الاعمال الموكلة للعمال بدقة ،كماتسمح بالتواصل بين العمال و المرؤوسين،وتساعدعلى السرعةفي اتخاذالقرارات،كماان عملية تحسين الاداء تتصف بالاستمرارية بالنسبة للمؤسسة Through this study, we aim to identify the role of information communication technology in improving the job performance of the employees of Algeria Telecom El Tarf branch. Cette étude a conclu par l'étude sur le terrain de l'institution à l'étude, et en analysant les résultats à l'aide du programme statistique SPSS, et donc la présence d'un effet statistiquement significatif des dimensions de la vigilance stratégique chacune séparément dans l'amélioration de l'avantage concurrentiel, et l'étude a également ont conclu qu'il n'y a pas d'effet statistiquement significatif des dimensions de la vigilance stratégique dans l'entreprise

The study began by asking the following main question: What is the role of institutional communication in alleviating organizational alienation in the Sonelgaz Corporation of El Tarf? Among the objectives of this study is to identify institutional communication and show its importance, shed light on organizational alienation, its causes and effects, and finally try to reveal the extent of the impact of institutional communication in alleviating organizational alienation among employees of the Sonelgaz Corporation in the state of El Tarf. We relied on the questionnaire as a tool for data collection, and this study was conducted on a sample of (30) individuals, and the questionnaire content was unloaded in the statistical program known as the SPSS program, and the following statistical tools were used: percentage frequencies, percentages, and standard deviation The arithmetic mean, Cronbach's alpha to study the stability of the questionnaire and its validity for the study, Pearson's correlation coefficient, in addition to simple linear regression to find out and test the study's hypotheses. The study concluded that the influence relationships between the various dimensions of institutional communication and the organizational alienation of the Sonelgaz Corporation, and thus we have made an attempt to project various theoretical concepts on what is actually going on in the Electricity and Gas Distribution Company.     هدفت هذه الدراسة الى التعرف على أثر تطبيق أبعاد تكنولوجياالمعلومات المتمثلة في أجهزة الحاسوب، قواعد البيانات، شبكات الاتصال على الخدمة العمومية،وقد أجريت دراسة ميدانية على مستوى مديرية الضرائب لوالاية عنابة. وفي سبيل تحقيق هدف الدراسة،تم اعتماد المنهج الوصفي والمنهج التحليلي الذي يعتمد على دراسة الظاهرة كما توجد في الواقع عن طريق السردوالتحليل كما تم هيكلة وتوزيع استمارة على أفراد العينةالمكونة من38عامل في المؤسسة محل الدراسة،تمت معاجلة البيانات باستخدام أساليب احصائية مناسبة،والمتمثلة في برنامج الحزمة الاحصائية للعلوم االجتماعيةSPSS،وقد أظهرت النتائج على وجود علاقة تربط تكنولوجيا المعلومات بالخدمة العمومية Cette étude visait à identifier l'impact de l'application des dimensions des technologies de l'information représentées dans les ordinateurs, les bases de données et les réseaux de communication sur le service public. Le niveau de la direction des impôts de l'Etat d'Annaba. Afin d’atteindre l’objectif de l'étude, l’approche analytique, qui est basée sur une étude, ont été adoptées le phénomène tel qu’il existe dans la réalité à travers la narration et l'analyse. Un questionnaire a été structuré et distribué aux membres de l'échantillon composé de 38 travailleurs de l’institution à l'étude. Les données ont été traitées à l’aide de méthodes statistiques appropriées, représentées par le paquet statistique pour les sciences sociales Programme SPSS. Les résultats ont montré l'existence d'une relation liant l'informatique au service public.

This study aims to sensitize the richness that Algeria possesses with regard to tourism components of all kinds. Revitalizing tourism and integrating it into the global tourism market within the framework of sustainable tourism development conditions.     هدفت هذه الدراسة للتعرف على واقع خفة الحركة الاستراتيجية على مستوى مؤسسة اتصالات الجزائر الطارف ودراسة مدى تأثرها في تحقيق الاداءلتميز ولتحقيق هذه الدراسة. تم إستعمال إستمارة ثم تطويرها وتوجيهها إلى الافراد في المؤسسة محل الدراسة (إتصلات الجزائر الطارف) وقد تم معاجلة المخرجات بإستخدام برنامج الحزم الا حصائيةspss. وقد توصلت الدراسة إلى مجموعة من النتائج من أبرزها : حركة إسرتاتيجيةمؤسسة إتصاالت اجلزائر تتميز بخفة .  الحركة الاستراتيجية والاداء وجود عالقة ذات دلالة إحصائيةبين أبعاد كل من خفة الحركةالاستراتيجية و الاداء المتميز .  خفة الحركة الاستراتيجية و المتغير التابع و لاداء المتميز عند وجود علاقة ذات اثر بين ابعاد المتغير المستقل خفة الحركة الاستراتيجية و المتغير التابع و لاداء المتميز عندمستوى معين بمؤسسةاتصلات الجزائر الطارف. وفي ضوء النتائج التي توصلت إليها الدراسة تم تقديم مجموعة من التوصيات الراهنة إلى ضرورة تعزيز تكنولوجيا المعلومات وتوضيح رؤية المؤسسة وحسن إختيار الاهداف الاستراتيجية،كذلك من خلال دعم العلاقة بين الحركة الاستراتيجية .ادلوظفني وتيسري عملية الاتصال بإعتبارها أساسا لخفة الحركة الاستراتيجية This study aimed to identify the reality of strategic agility at the level of Algiers Telecom Corporation Taref and study the extent of its impact on achieving outstanding performance. Algeria Telecom Corporation Tarf is characterized by strategic agility. There is a statistically significant relationship between the dimensions of strategic agility and outstanding performance. There is an impact relationship between the dimensions of the independent variable strategic agility on the dependent variable outstanding performance at the morale level of the institution, Algeria Telecom Taref. In light of the results of the study, a set of recommendations were presented aimed at enhancing information technology, clarifying the vision of the organization and choosing the right strategic goals, as well as by supporting the relationship between employees and facilitating the communication process as a basis for strategic agility.

    I هدفت هذه الدراسة إلى إبراز مسامهة المشاريع المبتكرة في التنمية دراسة حالة شركة بانو الجزائر للخشب بالطارف، حيث تمك الوقوف على مختلف جوانب المتعلقة بالمؤسسات الناشئة والتنمية على حد سواءالى الجانب النظري كما شملت لدراسة استطلاع أراء عينة عشوائية مكونة من اثنان وثالثون للبحث،(32)موظفا ينتمون للشركةمحل الدراسة، وذلك في إطار الدراسة القياسية من خلال الاستبيان الموجه لهذه العينة، وتحليل المعطيات المحصل عليها في البرنامج الاحصائيSPSSوصوال لتحديد صحة أو نفي فرضيات الدراسة. وقد لخصت الدراسة بصفة خاصة، إلى وجود مسامهة للمشاريع المبتكرة في التنمية عموما في شركة محل الدراسة بصفة خاصة وهذا من خلال ما تتمتع به هذه المشاريع من مرونة وحداثة في إطار المؤسسات الناشئة، مما يجعلها قادرة على المسامهة في التنمية. Cette étude visait à mettre en évidence l'apport de projets innovants à l'élaboration d'une étude de cas de la société Pano Algeria Wood à El Tarf, où les différents aspects liés aux institutions émergentes et au développement ont été examinés, tant du côté théorique de la recherche, que comportait également une enquête d'opinion auprès d'un échantillon aléatoire composé de trente-deux (32) salariés appartenant à l'entreprise étudiée, et ce dans le cadre de l'étude standard à travers le questionnaire adressé à cet échantillon, et l'analyse des données obtenues dans le programme statistique SPSS .afin de déterminer la validité ou la négation des hypothèses de l'étude. In its theoretical part, the study dealt with the theoretical and conceptual framework of tax collection and the digitization of the tax administration. As for its applied section, a field study was conducted at the tax center of the state of El Tarf by collecting... And analysis of collection data for the period (2021-2023), using a set of tools, the most important of which are interviews and participatory observation, which aim to collect data and process it with analysis. The study population included frameworks affiliated with the Tax Center of the State of El Tarf and those concerned with using digitization mechanisms. The study found that the digitization mechanisms developed in tax centers provided an important database that helped monitor and analyze collection procedures that would contribute to making decisions to achieve the set goals, in addition to reducing tax collection expenses, improving services, and avoiding waiting queues and wasting time for taxpayers to pay their taxes.
