دور الاقتصاد الرقمي في تحقيق التنمية المستدامة في الدول العربية

Abstract

This study aims to highlight the role of the digital economy in achieving sustainable development, while presenting the experiences of some Arab countries. The digital economy is considered among the new economies that are closely linked to the extent technology development in the world. It expresses a future vision of a world in which information is the mainstay of economics and human relations. It is built entirely on high-quality digital infrastructure that is capable of achieving the sustainable development goals. As the latter seeks to ensure that future generation will not be harmed, whether because of the depletion of natural resources and pollution of the environment, or because of public debts that are borne by subsequent generations. Or due to indifference to the development of human resources which creates difficult conditions, where sustainability is considered a development pattern characterized by rationality. It deals with economic activities aimed at growth on the one hand and with measures to preserve the environment and natural resources on the other. تهدف هذه الدراسة إلى إبراز دور الاقتصاد الرقمي في تحقيق التنمية المستدامة، مع عرض تجارب بعض الدول العربية. يُعد الاقتصاد الرقمي من الاقتصادات الجديدة التي ترتبط ارتباطًا وثيقًا بمدى تطور التكنولوجيا في العالم. ويُعبّر عن رؤية مستقبلية لعالم تُشكّل فيه المعلومات ركيزةً أساسيةً للاقتصاد والعلاقات الإنسانية، ويعتمد كليًا على بنية تحتية رقمية عالية الجودة قادرة على تحقيق أهداف التنمية المستدامة. إذ تسعى هذه الأخيرة إلى ضمان عدم تضرر الأجيال القادمة، سواءً بسبب استنزاف الموارد الطبيعية وتلوث البيئة، أو بسبب الديون العامة التي تتحملها الأجيال اللاحقة، أو بسبب عدم الاكتراث بتنمية الموارد البشرية، مما يُخلق ظروفًا صعبة، حيث تُعتبر الاستدامة نمطًا تنمويًا يتسم بالعقلانية. ويتناول هذا المفهوم الأنشطة الاقتصادية الهادفة إلى النمو من جهة، والإجراءات الرامية إلى الحفاظ على البيئة والموارد الطبيعية من جهة أخرى.
