Abstract

إن خطورة ظاهرة المخدرات والمؤثرات العقلية هي ما جعل من مكافحتها أولوية دولية لجميع دول العالم. ولهذا الغرض، عُقدت المنتديات، وأُبرمت المعاهدات والاتفاقيات، وسنّت القوانين الوطنية، وواكبت التشريعات الدولية، وأدرجت فيها نصوصًا لتجريم هذه الظاهرة والمعاقبة عليها. لذا، تهدف هذه الدراسة إلى توضيح مخاطرها، وطرق التحري عنها، والوقاية منها، ومعالجة من يقع في شركها، من خلال بيان التدابير الوقائية والعلاجية، بالإضافة إلى الأحكام الجزائية الجديدة.

the seriousness of the phenomenon of drugs and psychotropic substances is what made the process of combating them an international priority for all countries of the world .for this purpose. forums were held. treaties and agreement were concluded . and national laws were enacted .adapting them to international legislation and including them .texts to criminalize and punish this phenomenon. hence .this study aims to clarify dangers .methods of investigating them .preventing them. and treating those who fall into their trap by explaining preventive and remedial measures .in addition to the new penal provisions
