Abstract

This study aims at clarifying the impact of foreign direct investment on employment in Algeria. The importance of this type of investment has increased in recent years, especially in developing countries for many reasons such as: Providing capitals and transfer of knowledge and technology, In addition to reducing the problem of unemployment by providing jobs. Therefore, time series analysis and common integration test are used when applied to the case of Algeria during the period (1990-2017). The study concluded that there is no long-term equilibrium relationship between foreign direct investment and employment in Algeria, while there is a significant effect of FDI inflows on the short-term employment ratio by using the simple linear regression model;Its influx has contributed to the creation of new jobs, but remained below the required level. The study recommends a number of suggestions, most notably the need for the state to benefit from the advantages of foreign direct investment and to strengthen the partnership between local and foreign investors outside the hydrocarbon sector in line with the requirements of the economic development in order to create job opportunities and develop local skills. تهدف هذه الدراسة إلى توضيح أثر الاستثمار الأجنبي المباشر على التوظيف في الجزائر. وقد ازدادت أهمية هذا النوع من الاستثمار في السنوات الأخيرة، لا سيما في الدول النامية، لأسباب عديدة، منها: توفير رؤوس الأموال ونقل المعرفة والتكنولوجيا، بالإضافة إلى الحد من مشكلة البطالة من خلال توفير فرص العمل. لذلك، استُخدم تحليل السلاسل الزمنية واختبار التكامل المشترك عند تطبيقهما على حالة الجزائر خلال الفترة (1990-2017). وخلصت الدراسة إلى عدم وجود علاقة توازن طويلة الأجل بين الاستثمار الأجنبي المباشر والتشغيل في الجزائر، بينما يوجد تأثير كبير لتدفقات الاستثمار الأجنبي المباشر على معدل التوظيف قصير الأجل، وذلك باستخدام نموذج الانحدار الخطي البسيط؛ حيث ساهم هذا التأثير في خلق فرص عمل جديدة، ولكنه ظل دون المستوى المطلوب. وتوصي الدراسة بعدد من المقترحات أبرزها ضرورة استفادة الدولة من مزايا الاستثمار الأجنبي المباشر وتعزيز الشراكة بين المستثمرين المحليين والأجانب خارج قطاع المحروقات بما يتماشى مع متطلبات التنمية الاقتصادية بهدف خلق فرص العمل وتنمية المهارات المحلية.
