Abstract

The contemporary world is undergoing profound transformations due to the rapid development of modern information and communication technologies (ICT), which now play a decisive role in shaping social and cultural awareness, particularly among young people. Accordingly, this study aims to shed light on the impact of ICT on the value systems of Algerian youth and to clarify the functional relationship between the foreign media content promoted by these technologies and the value shifts observed among Algerian youth. It also highlights the imminent risks posed by modern ICT to the authenticity of social values, particularly the potential for cultural invasion and the emergence of negative acculturation that opposes the original culture and values. In this context, our study raises a central research question: How do modern information and communication technologies contribute to the transformation of value systems among Algerian youth? This main question leads to several sub-questions: 1 Have modern ICTs contributed to the erosion of the authentic value systems of Algerian society? 2 Have modern ICTs promoted and established foreign values among Algerian youth? 3 Have foreign ICT contents contributed to breaching and reshaping the cultural and value specific identity of Algerian society? To address these questions, we adopted a descriptive and analytical approach, using a survey questionnaire and observation as data collection tools. The study was conducted on a sample of university youth from various Algerian provinces to ensure more credible and realistic results. The findings are as follows: Modern ICTs play a role in the weakening of the authentic value systems of Algerian society. ICTs contribute to the promotion and embodiment of foreign values among Algerian youth. Through their foreign content, modern ICTs have contributed to breaching and reshaping the cultural and value-specific identity of Algerian society. Finally, we attempted to propose some recommendations that may help mitigate the risks and negative impacts of these technologies on our youth and on our moral and value system.

Le monde contemporain connaît des transformations profondes dues au développement rapide des technologies modernes de l'information et de la communication, qui jouent un rôle crucial dans la formation de la conscience sociale et culturelle, notamment chez les jeunes. Ainsi, notre étude vise à mettre en lumière les répercussions des technologies de l'information et de la communication (TIC) sur les systèmes de valeurs chez les jeunes algériens, et à expliquer la relation fonctionnelle entre les contenus médiatiques étrangers diffusés par ces technologies et les changements et transformations des valeurs chez les jeunes algériens. Elle souligne également les dangers potentiels que représentent ces technologies pour l’authenticité des valeurs sociales, notamment par la possibilité d’une invasion culturelle et d’un processus d'acculturation négative contraire à la culture et aux valeurs originelles. Dans ce contexte, notre étude pose la problématique centrale suivante : Comment les technologies modernes de l'information et de la communication contribuent elles à la transformation des systèmes de valeurs chez les jeunes algériens ? Cette problématique se décline en plusieurs questions secondaires : 1 Les TIC modernes ont-elles contribué à l’affaiblissement des systèmes de valeurs authentiques de la société algérienne ? 2 Les TIC modernes ont-elles participé à la promotion et à l’incarnation des valeurs étrangères chez les jeunes en Algérie ? 3 Les contenus étrangers véhiculés par les TIC ont-ils contribué à l’atteinte et à l’adaptation des spécificités culturelles et axiologiques de la société algérienne ? Pour répondre à ces interrogations, nous avons adopté une méthode descriptive et analytique, en nous appuyant sur le questionnaire d’enquête et l’observation comme outils de collecte de données. L’étude a été menée auprès d’un échantillon de jeunes universitaires dans plusieurs wilayas algériennes, afin d’aboutir à des résultats plus crédibles et réalistes, à savoir : Les TIC modernes jouent un rôle dans l’affaiblissement des systèmes de valeurs authentiques de la société algérienne ; Les TIC modernes contribuent à la promotion et à l’incarnation des valeurs étrangères chez les jeunes algériens ; Les TIC modernes, à travers leurs contenus étrangers, ont contribué à l’atteinte et à l’adaptation des spécificités culturelles et axiologiques de la société algérienne. Enfin, nous avons tenté de proposer quelques recommandations qui pourraient permettre d’éviter les risques et les effets négatifs de ces technologies sur notre jeunesse ainsi que sur notre système de valeurs et d’éthique

يشهد العالم المعاصر تحولات عميقة نتيجةً للتطور السريع لتقنيات المعلومات والاتصالات الحديثة، التي تلعب دورًا حاسمًا في تشكيل الوعي الاجتماعي والثقافي، لا سيما لدى الشباب. لذا، تهدف دراستنا إلى تسليط الضوء على تأثير هذه التقنيات على منظومة القيم لدى الشباب الجزائري، وشرح العلاقة الوظيفية بين المحتوى الإعلامي الأجنبي المُنتشر عبر هذه التقنيات والتغيرات والتحولات في قيم الشباب الجزائري. كما تُبرز المخاطر المحتملة التي تُشكلها هذه التقنيات على أصالة القيم الاجتماعية، لا سيما إمكانية الغزو الثقافي وعملية التثاقف السلبي المُخالف للثقافة والقيم الأصلية. في هذا السياق، تطرح دراستنا السؤال المحوري التالي: كيف تُساهم تقنيات المعلومات والاتصالات الحديثة في تحول منظومة القيم لدى الشباب الجزائري؟ يُمكن تقسيم هذه المسألة إلى عدة أسئلة فرعية: 1. هل ساهمت تقنيات المعلومات والاتصالات الحديثة في إضعاف منظومة القيم الأصيلة في المجتمع الجزائري؟ 2. هل ساهمت تقنيات المعلومات والاتصالات الحديثة في تعزيز القيم الأجنبية وتجسيدها لدى الشباب في الجزائر؟ ٣. هل ساهم المحتوى الأجنبي الذي تنقله تكنولوجيا المعلومات والاتصالات في ترسيخ وتكيف الخصوصيات الثقافية والقيمية للمجتمع الجزائري؟

للإجابة على هذه التساؤلات، اعتمدنا المنهج الوصفي التحليلي، معتمدين على الاستبيان والملاحظة كأدوات لجمع البيانات. أُجريت الدراسة على عينة من طلاب الجامعات الشباب في عدة ولايات جزائرية، وذلك للحصول على نتائج أكثر مصداقية وواقعية، وهي:

تلعب تكنولوجيا المعلومات والاتصالات الحديثة دورًا في إضعاف منظومة القيم الأصيلة في المجتمع الجزائري؛

تساهم تكنولوجيا المعلومات والاتصالات الحديثة في تعزيز وترسيخ القيم الأجنبية لدى الشباب الجزائري؛

ساهمت تكنولوجيا المعلومات والاتصالات الحديثة، من خلال محتواها الأجنبي، في ترسيخ وتكيف الخصوصيات الثقافية والقيمية للمجتمع الجزائري.

وأخيرًا، حاولنا تقديم بعض التوصيات التي من شأنها أن تساعد في تجنب مخاطر هذه التقنيات وآثارها السلبية على شبابنا، وعلى منظومة قيمنا وأخلاقنا.
