Abstract
تهدف هذه الدراسة إلى إبراز إستراتيجيات تبني الاقتصاد الأخضر ودورها في تحقيق التنمية المستدامة، من خلال عرض بعض التجارب الدولية الرائدة مع الإشارة إلى حالة الجزائر. كما تسعى إلى توضيح أهمية الاقتصاد الأخضر في تحقيق التوازن بين الأبعاد الاقتصاديةوالاجتماعية والبيئية، بحيث تم الاعتماد على المنهج الوصفي التحليلي كونه الأنسب لمعالجة هذه الدراسة. وقد توصلت الدراسة إلى أن الدول محل الدراسة (ألمانيا والإمارات) نجحت في تطوير الطاقات المتجددة وتفعيل خطط الاقتصاد الدائري، مما ساهم بشكل مباشر في دعم النمو الاقتصادي وخلق مناصب شغل خضراء والحد من التلوث البيئي، وأن الجزائر تمتلك إمكانيات وإرادة واعدة لتبني هذا التوجه رغم وجود بعض التحديات التمويلية والهيكلية. وأوصت الدراسة على ضرورة إصلاح نظام دعم الطاقة (الموروث من ألمانيا في تخفيضه التدريجي، ومن الإمارات في التعويضات المباشرة للفقراء)، لأن الاستمرار في دعم المحروقات يجعل أي استثمار في الطاقة الشمسية أو التدوير غير مجد اقتصاديا، بغض النظر عن جودة القوانين أو توفر التمويل، إذا لا اقتصاد أخضر بدون أسعار حقيقية للطاقة. This study aims to highlight green economy adoption strategies and their role in achieving sustainable development, by reviewing some pioneering international experiences with reference to the case of Algeria. It also seeks to clarify the importance of the green economy in balancing economic, social, and environmental dimensions. To address this topic, the descriptive-analytical approach was adopted as the most appropriate method for the study. The study concluded that the countries under review (Germany and the UAE) have successfully developed renewable energies and activated circular economy plans, which directly contributed to supporting economic growth, creating green jobs, and reducing environmental pollution. Furthermore, Algeria possesses promising potential and political will to adopt this approach, despite the persistence of certain financial and structural constraints. The study recommended the necessity of reforming the energy subsidy system (drawing from Germany's approach of gradual reduction, and the UAE's model of direct compensation for the poor). Continuing to subsidize fossil fuels renders any investment in solar energy or recycling economically unviable, regardless of the quality of laws or the availability of funding; because there can be no green economy without realistic energy pricing.
