تحليل الإستدامة المالية العامة في الجزائر 2005-2023

Abstract

هدفت هذه الدراسة إلى تقييم مدى استدامة المالية العامة في الجزائر خلال الفترة (2005–2023)، في ظل بيئة اقتصادية اتسمت بتقلبات حادة، خاصة في أسعار النفط، باعتبار الجزائر اقتصادًا ريعيًا. وقد تم تحليل أداء المالية العامة من خلال عدد من المؤشرات الكمية والنوعية المرتبطة بالعجز الأولي، الفجوة الضريبية، ومؤشر استدامة المالية العامة (IFS)، إضافة إلى دراسة دور الحوكمة في ضبط النفقات وتعزيز الموارد. أظهرت النتائج أن الاستدامة المالية ظلت غير مستقرة، نتيجة اختلالات هيكلية في السياسة المالية، أهمها ضعف تعبئة الموارد العادية، واتساع الفجوة الضريبية، وارتفاع النفقات الجارية. كما أظهر مؤشر IFS غياب القدرة على تثبيت الدين العام عند مستويات مستدامة. وتبرز الحاجة إلى إصلاحات هيكلية في السياسة المالية وتفعيل الحوكمة الجبائية والميزانية العامة لضمان التوازن والاستدامة على المدى الطويل

This study aims to assess the sustainability of public finances in Algeria during the period 2005–2023, within an economic context marked by sharp fluctuations, particularly in oil prices, given the country’s rentier nature. The analysis focuses on key quantitative and qualitative indicators, including the primary deficit, the tax gap, and the Fiscal Sustainability Indicator (IFS), in addition to examining the role of governance in managing expenditures and enhancing revenue mobilization. The findings reveal that fiscal sustainability in Algeria has remained unstable due to structural imbalances in fiscal policy, notably weak non-oil revenue mobilization, a persistent tax gap, and rising current expenditures. The IFS indicator further reflects the government's limited ability to stabilize public debt at sustainable levels. These results highlight the urgent need for structural reforms in fiscal policy and the activation of effective tax and budgetary governance mechanisms to ensure long-term financial balance and sustainability.
