Abstract

تهدفﻫﺬﻩاﻟﺪراﺳﺔإلىﺗﺴﻠﻴﻂاﻟﻀﻮءﻋﻠﻰاﻻﺳﺘﺜﻤﺎر اﻷﺟﻨبي المﺒﺎﺷﺮﺑﺎﻋﺘﺒﺎرﻩﺧﻴﺎرا اﺳتراﺗﻴﺠﻴﺎﻫﺎﻣﺎفي تحﻘﻴﻖ اﻟﺘﻨﻮﻳﻊ اﻻﻗﺘﺼﺎدي،ﺣﻴﺚ أﺻﺒﺢﻳﻌﺪﻗﻄﺎﻋﺎﻫﺎﻣﺎﻳﺘﻤﺤﻮرﺣﻮﻟﻪوﺗﺘﻜﺎﻣﻞﻣﻌﻪﺑﺎﻗﻲاﻟﻘﻄﺎﻋﺎتاﻻﻗﺘﺼﺎدﻳﺔاﻷﺧﺮىفيﻣﺰﻳﺞ ﺗﻨﻤﻮيﻳﺴﺘﻬﺪفﺑﺎﻟﺪرﺟﺔاﻷولىاﻻرﺗﻘﺎءﺑﺎﻻﻗﺘﺼﺎداﻟﻮﻃنيﻵيدوﻟﺔﻟﻴﺼﺒﺢاﻗﺘﺼﺎدﻫﺎﻗﻮﻳﺎوﻣﺘﻴﻨﺎ،ﻟﺬاتم ﻣﻦ ﺧﻼل ﻫﺬﻩ اﻟﺪراﺳﺔﻋﺮض واﻗﻊاﻻﺳﺘﺜﻤﺎر اﻷﺟﻨبي المﺒﺎﺷﺮفي الجﺰاﺋﺮﺑﻐﻴﺔاﻻﺳﺘﻔﺎدةﻣﻨﻬﺎ. وﻗﺪﺗﻮﺻﻠﺖاﻟﺪراﺳﺔإلىمجﻤﻮﻋﺔﻣﻦاﻟﻨﺘﺎﺋﺞﻛﺎنأهمﻬﺎ،أﻧﻪوﻋﻠﻰ اﻟﺮﻏﻢ ﻣﻦمجﻬﻮداتاﻹﺻﻼح اﻟتيﺑﺬﻟﺘﻬﺎالجﺰاﺋﺮ لجﺬب اﻻﺳﺘﺜﻤﺎر اﻷﺟﻨبي المﺒﺎﺷﺮ، ﻣﺎزاﻟﺖ ﺗﻠﻚ اﻟﺘﺪﻓﻘﺎت دون المﺴﺘﻮى المﺮﻏﻮب، ﺑﺴﺒﺐ ﺗﺪاﻋﻴﺎت دوﻟﻴﺔ ومحﻠﻴﺔ أﺛﺮت ﻋﻠﻰ ﺗﺪﻓﻘﺎت اﻻﺳﺘﺜﻤﺎر اﻷﺟﻨبي المﺒﺎﺷﺮ، وﺧﻠﻘﺖ الحﺎﺟﺔ إلى إﺻﻼﺣﺎتﻫﻴﻜﻠﻴﺔإﺿﺎﻓﻴﺔلمﻮاﺟﻬﺔاﻟﻌﻮاﺋﻖ اﻟتي ﺗﻌترض ﺗﻠﻚ اﻻﺳﺘﺜﻤﺎرات، بمﺎ في ذﻟﻚ الحﺎﺟﺔ ﻟﺘﺤﺴين اﻟﺴﻴﺎﺳﺎت واﻹﺟﺮاءات اﻟتي ﺗﻘﻮمﺎالمﺆﺳﺴﺎتوالهﻴﺌﺎتالمﺴﺌﻮﻟﺔﻋﻦ اﻻﺳﺘﺜﻤﺎر،ﻛﻤﺎ ﺗﻮﺻﻞ اﻟﺒﺤﺚ إلى مجﻤﻮﻋﺔ ﻣﻦ المﻘترﺣﺎت ﻛﺎن ﻣﻦ أهمﻬﺎ ﺿﺮورةﺗﻄﻮﻳﺮ وﻋﺼﺮﻧﺔ ﻧﺴﻴﺞ اﻻﺳﺘﺜﻤﺎر اﻷﺟﻨبي المﺒﺎﺷﺮ فيالجﺰاﺋﺮﺣتىﺗﻜﻮن ﻗﺎدرة ﻋﻠﻰ ﻣﻮاﺟﻬﺔ المﻨﺎﻓﺴﺔ في اﻷﺳﻮاق اﻟﺪاﺧﻠﻴﺔ والخﺎرﺟﻴﺔ ﻟﺘﺤﻘﻴﻖ مخﺘﻠﻒ اﻹﺳتراﺗﻴﺠﻴﺎت المﺮﺻﺪة ﻟﻠﺘﻨﻤﻴﺔ II This study aims to shed light on foreign direct investment as an important strategic option in achieving economic diversification, as it has become an important sector centered around it and integrated with the rest of the other economic sectors in a development mix that aims primarily to improve the national economy of any country so that its economy becomes strong and solid.
