هياكل مرافقة المؤسسات الناشئة في التشريع الجزائري

Abstract

هدفت هذه الدراسة الى الإحاطة بمختف مصادر التمويل المتاحة أمام المؤسسات الناشئة ومعرفة أنجح الآليات والبدائل التمويلية المستحدثة المستخدمة لمواجهة مشكل التمويل بإضافة الى ابراز دور الجامعة في دفع عجلة نمو وتطور المؤسسات المشاريع المبتكرة مع تركيز على حاضنة الاعمال لجامعة الشاذلي بن جديد الطارف كنموذج لدراسة، حيث تم إجراء دراسة ميدانية على مستوى الحاضنة. وقد تم الاعتماد في دراستنا على منهج الوصفي الذي يقوم على تقديم هياكل دعم والمرافقة المتعلقة بالمؤسسات الناشئة ،كما تم استخدام المنهج التحليلي لتبيان أهمية احتضان المشاريع الناشئة من طرف حاضنة الاعمال الجامعية والدور الذي تلعبه من خلال تشجيع وتطوير الفكر المقاولاتي لطلاب المتخرجين. حيث توصلت الدراسة الى أنه على الرغم من ان التمويل المشكلة الأساسية التي تعترض المؤسسات الناشئة إلا انه عملت الحكومة الجزائرية كغيرها على توفير اكثر من هيكل تمويلي وتقديم تسهيلات واستحداث آلية جديدة لتمويلها وكذا أنشئت صندوق مخصص لها بالإضافة الى تطوير عمل الحاضنات رغم حداثة إنشائها بالجزائر بشكل عام ومحليا على مستوى ولاية الطارف بشكل خاص ، إلا انها تلعب دورا مهما في إرساء ثقافة ريادة الاعمال من خلال دعم الطلبة والشباب المبتكرين لتحويل أفكارهم الى مشاريع مبتكرة ومؤسسات ناشئة مما يساهم في تنمية الاقتصاد الوطني. This study aimed to understand the various sources of funding available to emerging institutions and to know the most successful mechanisms and innovative financing alternatives used to confront the problem of financing, in addition to highlighting the role of the university in driving the growth and development of innovative enterprises, with a focus on the business incubator of the University of Chadli Benjedid Al- Tarf - as a model for the study, where A field study was conducted at the incubator level. In our study, we relied on the descriptive approach, which is based on providing support and accompaniment structures related to emerging enterprises. The analytical approach was also used to demonstrate the importance of embracing emerging projects by the university business incubator and the role it plays by encouraging and developing the entrepreneurial thought of graduate students. The study concluded that although financing is the main problem facing emerging institutions, the Algerian government, like others, worked to provide more than one financing structure, provide facilities, and develop a new mechanism for financing them, as well as establishing a dedicated fund for them, in addition to developing the work of incubators despite their recent establishment in Algeria in general. Locally, at the level of the state of El Tarf in particular, it plays an important role in establishing a culture of entrepreneurship by supporting innovative students and youth to transform their ideas into innovative projects and emerging institutions, which contributes to the development of the national economy.
