Abstract

تهدف هذه الدراسة إلى تحديد أثر الدعم الريادي على تعزيز المؤسسات الصغيرة والمتوسطة، وذلك من خلال تطبيقها على مستوى الصندوق الوطني للتأمين على البطالة (CNAC) - ولاية الطرف. وركزت الدراسة على أبعاد الدعم الريادي (التدريب، الدعم المالي، التوجيه والإرشاد، الاستشارات). وتجمع المنهجية المتبعة بين المنهج الوصفي في الجانب النظري والمنهج الاستنتاجي في الجانب التجريبي. وقد حُللت النتائج باستخدام برنامج SPSS الإحصائي الإصدار 25، بناءً على عينة من 35 مستفيدًا من خدمات الصندوق الوطني للتأمين على البطالة. وأظهرت النتائج تأثيرًا ذا دلالة إحصائية لأبعاد الدعم على تعزيز المؤسسات الصغيرة والمتوسطة، بالإضافة إلى وجود علاقة ارتباط بين خدمات الدعم وتحسين أداء المؤسسات المستفيدة. وأخيرًا، توصي الدراسة بتنفيذ دعم ميداني مستمر بعد التمويل، وتدريب موظفي الدعم، وإنشاء قاعدة بيانات رقمية، وتعزيز التعاون مع الجامعات، ووضع برامج تدريبية متخصصة، وتحسين التنسيق بين آليات الدعم المختلفة لتعزيز فعالية الدعم الريادي.

This study aims to identify the impact of entrepreneurial support on the promotion of small and medium-sized enterprises (SMEs), based on an application at the level of the National Unemployment Insurance Fund (CNAC) – El Tarf Wilaya. It focused on the dimensions of entrepreneurial support (training, financial support, guidance and advice, consultations). The methodology adopted combines a descriptive approach for the theoretical part and a deductive analytical approach for the empirical part. The results were analyzed using the statistical software SPSS version 25, based on a sample of 35 beneficiaries of CNAC services. The findings showed a statistically significant impact of the support dimensions on the promotion of SMEs, as well as a correlation between support services and the improvement of the performance of beneficiary enterprises. Finally, the study recommends the implementation of continuous field support after financing, training of support staff, creation of a digital database, strengthening cooperation with universities, establishment of specialized training programs, and better coordination between the various support mechanisms to enhance the effectiveness of entrepreneurial support.
