دور المنظمات الدولية غير الحكومية في حماية حقوق الإنسان

Abstract

تتناول هذه الدراسة "دور المنظمات الدولية غير الحكومية في حماية حقوق الإنسان" كأحد الفاعلين المستقلين البارزين في الساحة الدولية اليوم. ينطلق هذا البحث من الإطار المفاهيمي والأسس القانونية لهذه المنظمات فيالمواثيق العالمية والاتفاقيات الإقليمية التي تضمن حرية العمل الحقوقي، كما تناقشالدراسة الآليات الميدانية والوسائل الإجرائية التي تستخدمها هذه الكيانات لرصد الانتهاكات ومواجهة التعسف، مع التركيز على التحديات الحالية التي تعترض استقلاليتها وسبل تمويلها. ولإضفاء طابع عملي على الدراسة، تم تطبيق البحث على نموذجين بارزين: "منظمة العفو الدولية" كنموذجللممارسة على المستوى العالمي، و"المنظمة العربيةلحقوق الإنسان" كنموذج يتناسب مع الخصوصية الإقليمية، بهدف استنتاج مدى فاعليةهذه المنظمات في حماية الكرامة الإنسانية والحفاظ على الحريات.

Abstract This study examines “the role of international non-governmental organizations in the protection of human rights” as one of the prominent independent actors on the international stage today. This research begins with the conceptual framework and legal foundations of these organizations as set forth in international covenants and regional conventions that guarantee the freedom to engage in human rights work, The study also discusses the field mechanisms and procedural tools these entities use to monitor violations and confront abuses, with a focus on the current challenges to their independence and their funding sources. To give the study a practical dimension, the research was applied to two prominent models: “Amnesty International” as a model of global practice, and the “Arab Organization for Human Rights” as a model suited to regional specificities, with the aim of assessing the effectiveness of these organizations in protecting human dignity and preserving freedoms.

Cette étude examine « le rôle des organisations non gouvernementales internationales dans la protection des droits de l’homme », en tant qu’acteurs indépendants de premier plan sur la scène internationale actuelle. Cette recherche s’appuie tout d’abord sur le cadre conceptuel et les fondements juridiques de ces organisations, tels qu’ils sont définis dans les pactes internationaux et les conventions régionales garantissant la liberté d’œuvrer en faveur des droits de l’homme. L’étude aborde également les mécanismes de terrain et les outils procéduraux utilisés par ces entités pour surveiller les violations et lutter contre les abus, en mettant l’accent sur les défis actuels liés à leur indépendance et à leurs sources de financement. Afin de donner à cette étude une dimension pratique, la recherche a été appliquée à deux modèles de premier plan : « Amnesty International », en tant que modèle de pratique mondiale, et l’« Organisation arabe des droits de l’homme », en tant que modèle adapté aux spécificités régionales, dans le but d’évaluer l’efficacité de ces organisations dans la protection de la dignité humaine et la préservation des libertés.
