الاستثمـــــــــــــــار في الطاقـــــــــات المتجـــــــددة

Abstract

تكتسي مسالة الاستثمار في الطاقات المتجددة اهمية بالغة باعتبارها الركيزة الاساسية للتحول الطاقوي و تتجسد الارادة السياسية للدولة الجزائرية في هذا المجال من خلال تبني استراتيجية وطنية طموحة تسعى لي الاستغلال الامثل للموارد الطبيعية التي تسخر بها الجزائر (الطاقة الشمسية ،الرياح ) و التي تشكل بيئة خصبة و جاذبة للاستثمار في الطاقات المتجددة ، و في هذا الصدد حرص المشرع الجزائري على وضع منظومة قانونية و تنظيمية وفق اليات واجهزة ادارية بما تقدمه من حوافز و امتيازات تضمن المناخ الاستثماري المناسب و تشجع المستثمرين كما تعرض هذه الدراسة اهم البرامج الوطنية التي وضعتها الجزائر في اطار ترقية الطاقات المتجددة و التي تثبت التوجه نحو تبني الاستثمار في مجال الطاقات المتجددة و التي له دور في حماية البيئة بمختلف عناصرها مما يساهم في تحقيق التنمية المستدامة.

Investment in renewable energy is of paramount importance as it constitutes the fundamental pillar for energy transition. The political will of the Algerian state in this field is embodied through the adoption of an ambitious national strategy that seeks the optimal utilization of natural resources available in Algeria (solar energy، wind energy) ، which form a fertile and attractive environment for investment in renewable energy. In this regard،the Algerian legislator has been keen to establish a legal and regulatory framework according to mechanisms and administrative bodies، offering incentives and advantages that ensure an appropriate investment climate and encourage investors. This study also presents the most important national programs that Algeria has put in place to promote renewable energy، which confirm the orientation towards adopting investment in the field of renewable energy، which has a role in protecting the environment with all its components، thereby contributing to achieving sustainable development.
