الاستثمار في راس المال البشري كاستراتيجية لبناء نمودج اقتصاد جديد عرض تجارب لبعض الدول

Abstract

أصبحت المنظمات اليوم مُلزمة بالاستثمار في الأمور المجردة التي تُؤدي إلى اكتساب المعرفة ونشرها وتطبيقها، ودعم الإبداع والابتكار، لمواجهة مختلف التغيرات والتقلبات التي يُميز الاقتصاد العالمي، وإدراك ضرورة إعادة التركيز على اقتصاد المعرفة، مُعتمدةً استراتيجية الاستثمار في رأس المال البشري التي تُعتبر النواة الأساسية لبناء نموذج اقتصادي جديد وذكي، بالإضافة إلى استراتيجية التنويع الاقتصادي التي تتبعها العديد من الدول لتجنب المخاطر وضمان الاستمرارية والتطور. تهدف هذه الدراسة إلى استخلاص بعض الدروس من التجارب العالمية الناجحة في تبني استراتيجية الاستثمار في رأس المال البشري لإحداث نقلة نوعية في اقتصاد المعرفة، وبالإشارة إلى وضع الجزائر، فهي تمتلك فرصةً سانحةً للاندماج في اقتصاد المعرفة. Nowadays,organizations became obliged to invest in abstract things that lead to gain,publish,and apply the knowledge and support creation and innovation to face the different changes and fluctuations which characterize the global economy ,and to realize that it reacquires focusing on knowledge economy using the strategy of investing in human capital that considered the main core to construct a new smart economic sample in addition,to the diversification economic strategy which used By many countries to avoid the risks and ensure continuity and development. The aim of this study is to take some lessons from the world's successful experiences in adopting the strategy of investing in human capital to make major move in the knowledge economy and referring to Algeria's situation it has the chance to integrate into the knowledge economy
