Abstract

يُعد الفساد الإداري من أهم المواضيع التي تُثير نقاشًا واسعًا في أوساط المجتمع، والذي أصبح يشكو منه، لا سيما في الإدارات العمومية، في ظل غياب مبدأ الشفافية. تهدف دراستنا إلى تجسيد واقع هذه الظاهرة من خلال تناول التعريفات والمفاهيم المرتبطة بمبدأ الشفافية والفساد الإداري المالي داخل الإدارات، وربطهما ببعضهما البعض. ويُعدّ غياب الشفافية والمساءلة أحد الأسباب الرئيسية وراء ممارسة الفساد الإداري. وتسعى الدولة الجزائرية جاهدةً للقضاء على هذه الظاهرة فعليًا من خلال القوانين والاتفاقيات الدولية.

Administrative corruption is considered one of the most important topics that raises discussion on the part of society, which has become complaining about it, especially in public administrations in the absence of the principle of transparency. Our study aims to embody the reality of this phenomenon by addressing definitions and concepts related to and linking the principle of transparency and financial administrative corruption within departments And the absence of transparency and accountability is one of the main reasons behind the practice of administrative corruption. The Algerian state is striving with all its efforts to actually eliminate this phenomenon through international laws and conventions.
