Abstract

تفهم أهمية الانتخابات كونها الوسيلة الوحيدة لمشاركة المواطنين في الحكم والتعبير عن إرادتهم الحقيقية. ولضمان كون الانتخابات عادلة وشفافة ، تحتاج إلى وجود مجموعة من الضمانا ت ، ففي الجزائر يعتب القانون الدستوري والقانون العضوي للانتخابا ت جزءًا من هذه الضمانا ت . الانتخابات الرئاسية هي ذات أهمية خاصة نظرًا للدور الرئيسي الذي يلعبه رئيس الدولة في قيادة البلاد وتمثيلها داخليًا وخارجيًا، وبالنظر إلى ذل ك يعطي النظام الجزائري الانتخابات الرئاسية اهتمامًا كبيرًا ويراعي تنظيمها ومراقبتها بعناية، وذلك من خلال الدستور و القوانين العضوية . التأكيد على نزاهة وشفافية الانتخابات عمومًا والرئاسية بشكل خاص يتم تحقيقه من خلال تعزيز الجوانب التنظيمية والرقابية، وذلك بالتعاون مع الهيئة الوطنية المستقلة للانتخابات والمحكمة الدستورية و كذلك المحاكم العادية و الإدارية . يهدف النظام الجزائري إلى تعزيز نزاهة وشفافية العملية الانتخابية عن طريق ضمان الإشراف والرقابة على الانتخابات، وذلك من خلال تنظيم دور الهيئة الوطنية المستقلة للانتخابات والمحكمة الدستورية و المحاكم العادية و الإدارية . وبصفة عامة، تعتبر هذه الضمانات جزءًا من الجهود المبذولة لضمان عملية انتخابية نزيهة وشفافة وتمثيل حقيقي لإرادة المواطنين في الجزائر . Understand the importance of elections as the only means for citizens to participate in governance and express their true will. In order to ensure that the elections are fair and transparent, you need to have a set of guarantees. In Algeria, the constitutional law and the organic law for elections are part of these guarantees. The presidential elections are of particular importance due to the main role played by the head of state in leading the country and representing it internally and externally. In view of this, the Algerian regime gives the presidential elections great attention and takes into account their organization and careful monitoring, through the constitution and organic laws. Emphasis on the integrity and transparency of elections in general, and the presidential elections in particular, is achieved through strengthening the organizational and oversight aspects, in cooperation with the Independent National Authority for Elections, the Constitutional Court, as well as ordinary and administrative courts. The Algerian regime aims to enhance the integrity and transparency of the electoral process by ensuring supervision and oversight of the elections, by regulating the role of the Independent National Authority for Elections, the Constitutional Court, and ordinary and administrative courts.
