ﺳﺒﻞ ﺗﻔﻌﻴﻞ اﻻﺳﺘﺜﻤﺎر ﻟﺘﺤﻘﻴﻖ اﻟﺘﻨﻤﻴﺔ اﻟﻤﺤﻠﻴﺔ -دراﺳﺔ ﺣﺎﻟﺔ وﻻﻳﺔ اﻟﻄﺎرف-

Abstract

I ﺪف ﻫﺬﻩ اﻟﺪراﺳﺔإلى ﺗﺒﻴﺎن واﻗﻊاﻻﺳﺘﺜﻤﺎروﺳﺒﻞ ﺗﻔﻌﻴﻠﻪ ﻟﺘﺤﻘﻴﻖ اﻟﺘﻨﻤﻴﺔ المحﻠﻴﺔ ﺑﻮﻻﻳﺔ اﻟﻄﺎرف، ﻣﻦ ﺧﻼل اﻻﻃﻼع ﻋﻠﻰﺗﻄﻮرﺑﻌﺾ المﺸﺎرﻳﻊ في مخﺘﻠﻒ اﻟﻘﻄﺎﻋﺎت اﻻﻗﺘﺼﺎدﻳﺔ ﺑﺎﻟﻮﻻﻳﺔ. وأﻇﻬﺮتﻧﺘﺎﺋﺞاﻟﺪراﺳﺔ أﻧﻪﺑﺎﻟﺮﻏﻢ ﻣﻦ أنﻫﻨﺎك ﻋﺪة اﺳﺘﺜﻤﺎراتومجﻬﻮداتﺑﻮﻻﻳﺔ اﻟﻄﺎرفﻟﺘﺤﻘﻴﻖ اﻟﺘﻨﻤﻴﺔ المحﻠﻴﺔ ﻛﺐ اﻟﺘﻘﺪم وﻫﺬا راﺟﻊ أﺳﺎﺳﺎ إلى ﺿﻌﻒ اﻟﺒﻨﻴﺔ اﻟﺘﺤﺘﻴﺔ اﻟتي ﻳﺘﻄﻠﺒﻬﺎ ﻧﻈﺎم ﺷﺎﻣﻞ ﻣﻦاﻟﻔﻌﻠﻴﺔ إﻻ أﺎ ﻣﺎزاﻟﺖ ﺑﻌﻴﺪة ﻋﻦ ر ﻛﺬا ﻗﻠﺔ اﻟﻜﻔﺎءات واﻟﺒﺤﻮث الماﻟﻌﺘﺎد وﺑﺮاﻣﺞ اﻟﺮﻗﻤﻨﺔ وﺘﻌﻠﻘﺔ ﺬا اﺎل. وﺧﻠﺼﺖ اﻟﺪراﺳﺔ إلى مجﻤﻮﻋﺔ ﻣﻦ اﻻﻗتراﺣﺎت الهﺎﻣﺔ أﺑﺮزﻫﺎ ﺿﺮورة ﻗﻴﺎم اﻟﻮﻻﻳﺔ ﺑﺘﻌﺰﻳﺰ ودﻋﻢ اﻻﺳﺘﺜﻤﺎر في مخﺘﻠﻒ اﺎﻻت والمﻴﺎدﻳﻦ ﻣﻦ ﺧﻼلﻛﻴﺰ ﻋﻠﻰ اﻟﻌﺮاﻗﻴﻞ اﻟتي ﺗﻘﻒ ﺣﺎﺟﺰا أﻣﺎﻣﻬﺎ ﻹﺣﺪاث وﺗﻔﻌﻴﻞ اﻟﺘﻨﻤﻴﺔ المحﻠﻴﺔ ﺑﺎﻟﻮﻻﻳﺔ This study aims to clarify the reality of investment and ways to activate it to achieve local development in the state of Al-Tarf, by reviewing the development of some projects in various economic sectors in the state. The results of the study showed that although there are several investments and efforts in the state of Al-Tarf to achieve actual local development, they are still far from the pace of progress, and this is mainly due to the weakness of the infrastructure required by a comprehensive system of equipment and digitization programs, as well as the lack of competencies and research related to this field. The study concluded with a set of important suggestions, most notably the need for the state to promote and support investment in various areas and fields by focusing on the obstacles that stand in the way of creating and activating local development in the state.
