دور الإدارة الالكترونية في مكافحة ظاهرة الفساد الإداري في المؤسسة الجزائرية دراسة ميدانية : ببلدية زريزر

Abstract

تناولت د ا رستنا موضوع الإدارة الالكترونية ودورها في مكافحة ظاهرة الفساد الإداري "ببلدية زريزر" والتي كانت تهدف إلى: - معرفة الآليات العلمية التي تستخدمها البلدية لتعزيز الإدارة الالكترونية. – معرفة كيف ساهمت الرقابة الالكترونية في التقليل من المحسوبية. - معرفة كيف يساهم التنظيم الالكتروني في التخفيف من البيروقراطية. ولتحقيق هذه الأهداف تم الاعتماد على المنهج الوصفي من خلاله نستطيع فهم العلاقة بين الإدارة الالكترونية وظاهرة الفساد الإداري، وتم تصميم استمارة بغرض جمع البيانات المطلوبة ولقد اخترنا طريقة العينة القصدية نظ ا ر لأن موضوع الد ا رسة يتطلب الموظفين المتواجدين ضمن مصالح الرقمنة، حيث تكونت العينة من ) 30 ( فردا، وبعد تفريغ وتحليل البيانات الميدانية توصلنا إلى مجموعة من النتائج نذكر أهمها: * الآليات العلمية لتعزيز الإدارة الالكترونية تمثلت في أجهزة الحواسيب وشبكة الانترنت فقط. * تساهم الرقابة الالكترونية في التقليل من المحسوبية في البلدية. * يساهم التنظيم الالكتروني في التخفيف من البيروقراطية في البلدية. The topic of our study aimed to identify the role of electronic management in combating the phenomenon of administrative corruption in Zerizer municipality. It aimed to : - Find out the scientific mechanisms used by the municipality in enhancing electronic management. - Find out monitoring contributes in reducing nepotism. - Find out how how electronic electronic regulation contributes in mitigating bureaucracy. In order to achive the objectives of the study, the descriptive approach was adopted in which it depends on the relationship between electronic management and the administrative corruption in Zerizer municipality. A questionnaire was designed to collect the required data and it was given to (30) member. We chose the purposive sampling method because our topic requires employees who are within the digitization departments. The findings of the study have revealed that : *The scientific mechanisms for enhancing electronic management were computers and the internet only. * Electronic monitoring contributes in reducing nepotism in the municipality. *Electronic regulation contributes in mitigating bureaucracy in the municipality.
