Abstract

هدفت الدراسة لمعرفة التحول الرقمي كمدخل لتعزيز القدرة التنافسية للمؤسسات، حيث يعد التحول الرقمي مدخلا إستراتيجيا وحتميا لتعزيز القدرة التنافسية للمؤسسات وتحقيق تميزها المستدام في السوق، حيث تم اتخاذ المديرية العملية لاتصالات الجزائر بولاية الطارف كدراسة حالة خلال الفترة الممتدة من عام 2019 إلى 2025 . ولتحقيق أهداف الدراسة واختبار الفرضيات، اعتمدت الدراسة على المنهج الإحصائي والميداني من خلال جمع وتحليل البيانات الرسمية المقدمة من طرف المديرية، إلى جانب تتبع المؤشرات الرقمية المتاحة عبر الم واقع الإلكترونية للمؤسسة. وأظهرت النتائج المحققة طفرة نوعية في تطوير البنية التحتية وعصرنة الشبكات بالولاية، وتجلى ذلك في القفزة القياسية للتحول نحو وأثبتت المؤشرات نجاح الرقمنة في رفع الكفاءة التشغيلية للمورد البشري ، (FTTH) تكنولوجيا الألياف البصرية حتى المنزل من خلال تفعيل برمجيات حديثة؛ حيث تحقق انعكاس إيجابي، مما يبرهن على إدارة قاعدة جماهيرية أوسع بجهد وعمالة أقل. وخلصت المذكرة إلى إثبات صحة الفرضيات، مؤكدة أن التحول الرقمي مكن اتصالات الجزائر بالطارف من كسب ميزة تنافسية مستدامة وحالة احتكار فعلي في سوق الهاتف الثابت والإنترنت السلكي المنزلي متفوقة على متعاملي الهاتف النقال بتقديم تدفقات مستقرة وسعات تحميل غير محدودة.

The study aimed to examine digital transformation as a strategic and imperative approach to enhancing the competitive advantage of enterprises and achieving their sustainable distinction in the market. The Operational Directorate of AlgérieTélécom in the Province of El Tarf was selected as a case study for the period from 2019 to 2025. To achieve the research objectives and test the hypotheses, the study adopted a statistical and field methodology based on collecting and analyzing official data provided by the directorate, alongside tracking digital indicators available on the enterprise's electronic websites. The results revealed a qualitative leap in infrastructure development and network modernization across the province, demonstrated by a milestone transition toward Fiber-to-the-Home (FTTH) technology. Furthermore, indicators proved the success of digitization in upgrading the operational efficiency of human resources through the deployment of modern software; a positive reflection was achieved, demonstrating the ability to manage a broader customer base with optimized effort and fewer personnel. The thesis concluded by validating the research hypotheses, confirming that digital transformation enabled AlgérieTélécom in El Tarf to secure a sustainable competitive advantage and a de facto monopoly in the fixed-line and home wired internet market, outperforming mobile network operators by providing stable speeds and uncappeddownloadcapacities.
