Abstract

المرصد الوطني للمرفق العمومي، أنشأ بموجب مرسوم رئاسي رقم 03/16 فهو يعتبر هيئة استشارية يهدف إلى ترقية المرفق العمومي، وكذا تحسين الخدمة العمومية، فهو يتشكلف من مجموعة أعضاء يعينهم وزير الداخلية، مكلفون بإجراء دراسات واقتراحات من أجل القضاء على النقائص والمشاكل التي تواجه المرافق العامة. ويعمل على تحقيق المصلحة العامة، يعتمد في طريقة عمله عن نظام الدورات ويقدم تقارير مرحلية للوزير الأول والسنوية لرئيس الجمهورية يشرح فيها مستوى الخدمات العمومية، كما أنه يسعى لنشر القيم الأخلاقية داخل الإدارات العامة وتقريب المواطن من الإدارة، بشكل يسود فيه الثقة والشفافية بينهم.

The National Observatory for Public service was established by Presidential Decree No. 16/03 as an institutional and advisory body aimed at promoting public utilities and improving public services. It consists of a group of members appointed by the Minister of the Interior, responsible for conducting studies and proposals to eliminate the deficiencies and problems facing public facilities. Working to achieve the public interest, it operates on a cycle-based system and provides periodic reports to the Prime Minister and annual reports to the President explaining the level of public services, Furthermore, the National Observatory for Public Services also aims to promote moral values within public administrations and to bring citizens closer to the administration, in a way that promotes trust and transparency between them.
