اﻟﻄﺎﺑﻊ اﻟﻤﺴﺎﻳﺮ ﻟﻠﺪورﻳﺔ ﻟﺴﻴﺎﺳﺔ اﻟﻤﺎﻟﻴﺔ اﻟﻌﺎﻣﺔ ﻓﻲ اﻻﻗﺘﺼﺎدﻳﺎت اﻟﻨﻔﻄﻴﺔ - ﻗﺮاءة ﻓﻲ اﻷﺳﺒﺎب واﻟﺤﻠﻮل بالترﻛﻴﺰ ﻋﻠﻰ ﺣﺎﻟﺔ اﻟﺠﺰاﺋﺮ-

Abstract

This study aims to shed light on the nature of economic cycles in rentier economies, especially oil ones, given the proven correlation of their fluctuations with the fluctuation of rentier incomes. Imbalances by making them countercyclical, and focus in this context on the case of Algeria as an oil economy, by examining the extent to which fiscal policy is in line with the oil revenue cycle, especially through its response to the oil shock, The analytical descriptive approach was used, which helps to analyze the data and derive interpretations and conclusions related to the problem presented in this study. The case study approach is reflected in the applied side. Reports issued by the Bank of Algeria and the statistical publications of the Ministry of Industry and Mines have also been used. Algeria has undertaken a set of measures, especially in the aspect of fiscal policy, in order to address these shocks and improve the investment environment to bring the national economy to safety. Healthy, that isFiscal policy is a successful tool for dealing with oil shocks, especially in the short term, as it is one of the most flexible tools in dealing with such circumstances. تهدف هذه الدراسة إلى تسليط الضوء على طبيعة الدورات الاقتصادية في الاقتصادات الريعية، وخاصةً النفطية منها، بالنظر إلى الارتباط المؤكد بين تقلباتها وتقلبات مداخيلها الريعية. وتُركز الدراسة في هذا السياق على حالة الجزائر كاقتصاد نفطي، من خلال دراسة مدى انسجام السياسة المالية مع دورة الإيرادات النفطية، وخاصةً من خلال استجابتها لصدمة النفط. وقد استُخدم المنهج الوصفي التحليلي، الذي يُساعد على تحليل البيانات واستخلاص التفسيرات والاستنتاجات المتعلقة بالإشكالية المطروحة في هذه الدراسة. ويتجلى نهج دراسة الحالة في الجانب التطبيقي، حيث استُخدمت التقارير الصادرة عن بنك الجزائر والمنشورات الإحصائية لوزارة الصناعة والمناجم. وقد اتخذت الجزائر مجموعة من الإجراءات، لا سيما في مجال السياسة المالية، لمواجهة هذه الصدمات وتحسين بيئة الاستثمار بما يُسهم في انتعاش الاقتصاد الوطني. وهذا أمر صحي، فالسياسة المالية أداة ناجحة للتعامل مع صدمات النفط، وخاصة في الأمد القريب، لأنها من أكثر الأدوات مرونة في التعامل مع مثل هذه الظروف.
