دور التمويل الاخضرفي تعزيز التنمية المستدامة -دراسة تجارب دولية -

Abstract

هدف هذه الدراسة إلى تسليط الضوء على دور التمويل الأخضر في تعزيز البعد البيئي للتنمية المستدامة، من خلال تحليل مساهمته في دعم التحول نحو اقتصاد أكثر استدامة وصديق للبيئة. وانطلقت الدراسة من إشكالية رئيسية تتمثل في مدى قدرة آليات التمويل الأخضر على تمويل المشاريع البيئية وتحقيق أهداف التنمية المستدامة، مع الاستفادة من تجارب بعض الدول الرائدة في هذا المجال، والمتمثلة في الإمارات العربية المتحدة، والصين، وإمكانية الاستفادة منها في الجزائر. توصلت الدراسة إلى أن السندات الخضراء، والصيرفة الخضراء، والصناديق الاستثمارية الخضراء تعد من أبرز آليات التمويل الأخضر التي تساهم في تعبئة الموارد المالية وتوجيهها نحو المشاريع البيئية ودعم مسار التنمية المستدامة. كما أظهرت الدراسة أن قطاع التمويل في الجزائر يشهد اهتمامًا متزايدًا بقضايا التمويل الأخضر، رغم استمرار بعض التحديات التي تعيق تطوره. ومن خلال تحليل التجارب الرائدة لكل من الصين والإمارات العربية المتحدة، تبين أن نجاح التمويل الأخضر يرتبط بتوفير بيئة تنظيمية ومؤسساتية ملائمة، الأمر الذي يتيح الاستفادة من هذه التجارب في دعم وتطوير التمويل الأخضر في الجزائر.

His study aims to highlight the role of green finance in promoting the environmental dimension of sustainable development by analyzing its contribution to supporting the transition towards a more sustainable and environmentally friendly economy. The study stems from a key question: the extent to which green finance mechanisms canfund environmental projects and achieve the Sustainable Development Goals, drawing on the experiences of leading countries in this field, namely the United ArabEmirates and China, and exploring their potential application in Algeria. The study concluded that green bonds, green banking, and green investment funds are among the most prominent green finance mechanisms that contribute to mobilizing and directing financial resources towards environmental projects and supporting sustainable development. The study also showed that the finance sector in Algeria is witnessing increasing interest in green finance issues, despite the persistence of some challenges hindering its development. Through an analysis of the pioneering experiences of both China and the United Arab Emirates, it became clear that the success of green finance is linked to providing a suitable regulatory and institutional environment, which allows for leveraging these experiences to support and develop green finance in Algeria.
