Abstract

تهدف هذه الدراسة إلى محاولة الوقوف على متطلبات التحول الرقمي والتحديات التي تواجهه، وتسليط الضوء على أسباب ضعف أداء المنظمات العمومية الجزائرية، والآليات المقترحة لتحسين أدائها، وكذا تشخيص أثر التحول الرقمي على تحسين أداء مركز الضرائب بولاية الطارف. مستخدمين في ذلك المنهج الوصفي والمنهج التحليلي، إضافة إلى استخدام منهج دراسة الحالة عند التطرق لحالة مركز الضرائب بولاية الطارف، من خلال دراسة تأثير التحول الرقمي على أداء مركز الضرائب بولاية الطارف. وخلصت الدراسة إلى عدة نتائج أهمها : أصبح التحول الرقمي أداة هامة لتحسين أداء الحكومات والمؤسسات وزيادة رفاهية الأشخاص والمجتمعات، كما يمثل التحول الرقمي في الجزائر خطوة استراتيجية تهدف إلى بناء اقتصاد قوي ومستدام، حيث يتجاوز تأثيره حدود تعزيز النمو الاقتصادي ليشمل تحسين مستوى معيشة الأفراد وتعزيز كفاءة المؤسسات العمومية وتحسين أدائها، وفي الأخير بينت الدراسة الميدانية عدم وجود أثر ذو دلالة إحصائية عند مستوى معنوية (α ≤ 0.05) يبرز تأثير التحول الرقمي على تحسين أداء مركز الضرائب بولاية الطارف، وهذا ما يؤكد بقاء المرافق العمومية الجزائرية (ومن بينها مركز الضرائب بولاية الطارف) في تقديم الخدمات المرفقية تحت وطأة الروتين والتعقيدات الإدارية، واشتراط الكثير من الإجراءات العقيمة، ما لم تكن هناك استجابة لمطلب التغيير والتحول من النمط التقليدي إلى النمط الالكتروني في إتمام مختلف المعاملات.

This study aims to examine the requirements for digital transformation and the challenges it faces. It sheds light on the reasons for the weak performance of Algerian public organizations and the proposed mechanisms for improving their performance. It also examines the impact of digital transformation on improving the performance of the El Tarf State Tax Center. The study utilizes descriptive and analytical approaches, as well as a case study approach when examining the case of the El Tarf State Tax Center. The study examines the impact of digital transformation on the performance of the El Tarf State Tax Center. The study concluded several important findings, the most important of which are : Digital transformation has become an important tool for improving the performance of governments and institutions and increasing the well-being of individuals and communities. Digital transformation in Algeria represents a strategic step aimed at building a strong and sustainable economy. Its impact goes beyond promoting economic growth to include improving the standard of living of individuals and enhancing the efficiency and performance of public institutions. Finally, the field study demonstrated the lack of a statistically significant effect at a significance level (α ≤ 0.05) highlighting the impact of digital transformation on improving the performance of the El Tarf State Tax Center. This confirms that Algerian public utilities (including the El Tarf State Tax Center) remain burdened by bureaucracy and administrative complexities in providing public services, requiring numerous futile procedures. This is in the absence of a response to the demand for change and a shift from traditional to electronic methods for completing various transactions.
