الضبط البيئي لرئيس البلدية في مجال تهيية الإقليم

Abstract

بصفته سلطة الرقابة الإدارية على المستوى المحلي، يتمتع رئيس البلدية بصلاحيات واسعة في مجال الرقابة البيئية المرتبطة بالتخطيط الإقليمي. يمارس هذه الوظيفة في عدة مجالات متعلقة بالتعمير، والبنية التحتية، والمساحات الخضراء، والكوارث، والمخاطر البيئية. كما يمتد دوره إلى المناطق المحمية والموارد الطبيعية. يعمل رئيس البلدية على تجسيد حماية البيئة في هذه المجالات أثناء تخطيط الإقليم، وذلك بالاعتماد على آليات وقائية وردعية مُنحت له بموجب القانون البلدي وعدد من القوانين الخاصة، وعلى رأسها القانون رقم 03-10 المتعلق بحماية البيئة في إطار التنمية المستدامة.

As the administrative supervisory authority at the local level, the mayor enjoys broad powers in the field of environmental control related to territorial planning. He performs this function in various areas such as urban planning, infrastructure, green spaces, disasters, and environmental risks. His role also extends to protected areas and natural resources. The mayor works to implement environmental protection in these areas during territorial planning, relying on preventive and deterrent mechanisms granted to him under the Municipal Law and several special laws, most notably Law No. 03-10 related to Environmental Protection within the Framework of Sustainable Development.
