دور الإدارة الإلكترونية في مكافحة الفساد

Abstract

تهدف هذه الدراسة إلى إلقاء الضوء على الإدارة الإلكترونية و الفساد، و بيان مفه ومهما العام، و الوقوف على دور الإدارة الإلكترونية كآلية حديثة أفرزتها التطورات التكنولوجية في مجال الإعلام و الإتصال و ظهور الانترنت، وقد أصبحت الإدارة الإلكترونية اليوم ضرورة حتمية لاسيما في الدول التي لديها الإمكانيات المادية والبشرية لتحقيقها، و خاصة فيما يتعلق بتفشي ظاهرة الفساد، كون الإدارة الإلكترونية توفر العديد من الآليات لمحاربته، كالشفافية و المساءلة و الرقابة الإلكترونية والتوقيع الإلكتروني، و ذلك من خلال تحسين علاقة المواطن بالإدارة، و توفير خدمات أحسن و قد أقدمت الجزائر على مكافحته أيضا من خلال مصادقتها على العديد من الإتفاقيات إنصدارها ترسانة من القوانين في هذا المجال، و إنشاء هيئات و مؤسسات من شأنها أن تحد من الفساد و انتشاره.

This study aims to shed light on electronic management and corruption, clarify their general concept, and stand on the role of electronic management as a modern mechanism produced by technological developments in the field of information and communication and the emergence of the internet . today , electronic management has become an inevitable necessity, especially in countries that have material and human capabilities and especially with regard to the spread of the phenomenon of corruption, since the electronic administration provides many mechanisms to combat it, such as transparency ; accountability, electronic contral ; and electronic signature, by improving the citizen’s relationship with the administration and providing better services .one of the laws in this field and the establishment of bodies and intitutions that would limit corruption and its spread.
