إستدامة المؤسسات الصغيرة والمتوسطة

Abstract

من خلال ما تم التطرق إليه في هذه الدراسة يتضح أن إستدامة المؤسسات الصغيرة والمتوسطة لا ترتبط بآلية واحدة وإنما تقوم على تكامل مجموعة من الآليات الاقتصادية والقانونية والمؤسساتية. فإلى جانب الدور الذي تؤديه المناولة في إدماج هذه المؤسسات ضمن سلاسل الإنتاج والصفقات العمومية وتمكينها من إكتساب الخبرة والتكنولوجيا، وتحسين قدراتها الإنتاجية والتنافسية حرصا المشرع الجزائري على إرساء منظومة مؤسساتية متعددة المستويات، تتولى مهام الدعم والمرافقة والتمويل وتحسين مناخ الأعمال. غير أن فعالية هذه الآليات تظل رهينة بمدى التنسيق بين مختلف الجهات المتدخلة، وقدرت المؤسسات على التكيف مع التحولات الاقتصادية والتنظيمية، وتطوير إمكانياتها البشرية والإنتاجية وعليه فإن تحقيق إستدامة المؤسسات الصغيرة والمتوسطة يقتضي تكامل الأدوار بين مختلف الفاعلين والآليات المعتمدة بما يضمن إستمرارية هذه المؤسسات وتهزيز مساهمتها في تحقيق التنمية الاقتصادية والإجتماعية المستدامة Based on what has been addressed in this study, it is evident that the sustainability of small and medium enterprises is not linked to a single mechanism, but rather relies on the integration of a set of economic, legal, and institutional mechanisms. In addition to the role that subcontracting plays in integrating these enterprises into production chains and public procurement, and enabling them to acquire experience and technology while improving their productive and competitive capacities, the Algerian legislator has been keen to establish a multi-level institutional system responsible for tasks of support, guidance, financing, and improving the business environment. However, the effectiveness of these mechanisms remains dependent on the extent of coordination among the various intervening parties, the capacity of the enterprises to adapt to economic and regulatory transformations, and the development of their human and productive capabilities. Consequently, achieving the sustainability of small and medium enterprises requires the integration of roles between the different actors and the adopted mechanisms, ensuring the continuity of these enterprises and enhancing their contribution to achieving sustainable economic and social development.
