أجمع الجميع على أن حالة التراجع التي تشهدها سوق الأوراق المالية الجزائرية قد طال أمدها، وأن الوقت قد حان لمعالجتها من خلال اعتماد استراتيجية واضحة ودقيقة تُنعش وتُطور وتُعيد إطلاق نشاط هذه السوق، لتؤدي دورها على أكمل وجه في تمويل اقتصاد البلاد من خلال تخصيص وتعبئة الأموال المدخرة، وبالتالي المساهمة في تنميته الاقتصادية. يُعد تحديد مختلف المعوقات التي تعيق عمل سوق الأوراق المالية الجزائرية أمرًا بالغ الأهمية، ومن هنا يأتي التركيز على ضمانات الاستثمار في سوق الأوراق المالية، وحماية المستثمرين، والشفافية في الجزائر. وتشمل هذه الضمانات قانون سوق رأس المال، ودور الهيئة التنظيمية، بما في ذلك الإفصاح والرقابة، في جذب جهود الاستثمار، وهو ما يتطلب جهودًا مستمرة ودائمة ودورية.

Everyone agreed that the state of decline that the Algerian stock market was experiencing had lasted too long and that the time had come to address it by adopting a clear and precise startegy that would revitalize, develop and relaunch the activity of this market, sso that it could play its role to the fullest in financing. Identifying the various obstacles that hinder the functioning of the Algerien stock market is imperative, and from here comes the emphasis on investment guarantees in the stock market, investor protection and transparency in Algeria. These guarantees include capital market law, the role of the regulatory body, including disclosure and invistigation, attract investment efforts, which require continuous, permanent and periodic eforts.
