Abstract

تهدف هذه الدراسة إلى الكشف عن ''استراتيجية تكنولوجيا الاتصال داخل المؤسسة الاستشفائية''، وهو موضوع حظي باهتمام متزايد في البحوث والدراسات العلمية والأكاديمية، نظراً للتأثير العميق الذي أحدثته تكنولوجيا الاتصال في مختلف المجالات، وخاصة داخل المؤسسات، حيث أصبح توظيفها واستغلالها بشكل أمثل عاملاً أساسياً في تحسين الكفاءة ورفع جودة الأداء التنظيمي والإداري. وانطلاقاً من ذلك، تمحورت الإشكالية الرئيسية للدراسة حول السؤال التالي: - ما هي العمليات المتبعة لتطبيق استراتيجية تكنولوجيا الاتصال داخل المؤسسة؟ وتفرعت عن هذه الإشكالية أسئلة فرعية تمثلت في:  ما هي الخطط المنظمة لتوظيف تكنولوجيا الاتصال داخل المؤسسة؟  كيف يتم توظيف تقنيات تكنولوجيا الاتصال لتعزيز التنسيق بهدف زيادة كفاءة المؤسسة العمومية والاستشفائية بوزيد عمار بالقالة ؟ اعتمدنا في هذه الدراسة على المنهج الوصفي، باعتباره الأنسب لوصف الظاهرة وتحليلها. كما تم توظيف مجموعة من أدوات جمع البيانات الميدانية، تمثلت في الاستبيان، الملاحظة، والمقابلة، إضافة إلى الاعتماد على أسلوبي التحليل الكمي والكيفي في تفسير المعطيات. وقد أُجرينا الدراسة الميدانية على مستوى المؤسسة العمومية الاستشفائية بوزيد عمار بالقالة، حيث شملت موظفين إداريين، كما تم إجراء مقابلة مع مهندس في الإعلام الآلي بصفته مسؤولاً عن تسيير الجانب التقني المتعلق بالاتصال داخل المؤسسة. وقد توصلت الدراسة إلى مجموعة من النتائج، أبرزها أن واقع استرايجية تكنولوجيا الاتصال داخل المؤسسة الاستشفائية بوزيد عمار القالة يعكس مستوى متقدماً نسبياً من الرقمنة والاعتماد على الوسائط الرقمية في التسيير والتواصل، حيث ساهمت العمليات المتعلقة باسراتيجية كنولوجيا الإتصال في:  تسهيل سير العمل الإداري وتسريع معالجة الملفات والبيانات.  التقليل من التعقيدات الناتجة عن الاعتماد على الوسائل التقليدية.  تعزيز التنسيق بين مختلف المصالح والأقسام داخل المؤسسة.  تحسين جودة الاتصال ورفع سرعة تبادل المعلومات واتخاذ القرار.  تحسين جودة الخدمات الصحية وتعزيز فعالية الأداء التنظيمي. كما أبرزت النتائج أن إستراتيجية تكنولوجيا الاتصال تساهم في دعم صورة المؤسسة وتحسين سمعتها، من خلال تنظيم تدفق المعلومات وتعزيز الشفافية والتفاعل بين مختلف الفاعلين داخل المؤسسة. وفي الختام، تؤكد الدراسة أن موضوع إستراتيجية تكنولوجيا الاتصال داخل المؤسسات، وخاصة الاستشفائية منها، يُعد مجالاً ديناميكياً متجدداً، نظراً لتطوره المستمر وارتباطه الوثيق بالتحول الرقمي، مما يجعله بحاجة دائمة إلى مزيد من البحث والدراسة.

Abstract This study aims to uncover the communication technology strategy within the hospital institution, a topic that has garnered increasing attention in scientific and academic research. This interest stems from the profound impact communication technology has made across various fields, particularly within institutions, where its optimal deployment and utilization have become an essential factor in improving efficiency and enhancing the quality of organizational and administrative performance. Research Problem and Questions Based on this premise, the main problem of the study centers around the following question: What are the processes followed to implement the communication technology strategy within the institution? From this main problem, the following sub-questions branch out: • What are the organized plans for employing communication technology within the institution? • How are communication technology techniques used to enhance coordination in order to increase the efficiency of the public hospital institution BouzidAmmar in El Kala? Methodology and Tools In this study, we adopted the descriptive approach, as it is the most suitable for describing and analyzing the phenomenon. We also utilized a set of field data collection tools, which included: questionnaires, observation, and interviews, in addition to relying on both quantitative and qualitative analysis methods to interpret the data. The field study was conducted at the BouzidAmmar Public Hospital Institution in El Kala, targeting administrative employees. Additionally, an interview was conducted with a computer science engineer in their capacity as the official responsible for managing the technical aspects of communication within the institution. Key Results The study reached a set of results, most notably that the reality of using communication technology within the hospital reflects a relatively advanced level of digitization and reliance on digital media for management and communication. This technology has contributed to: • Facilitating the workflow of administrative processes and accelerating the processing of files and data. • Reducing complications resulting from reliance on traditional methods. • Enhancing coordination among various departments and divisions within the institution. • Improving communication quality and increasing the speed of information exchange and decision-making. • Improving the quality of healthcare services and enhancing the effectiveness of organizational performance. The results also highlighted that the communication technology strategy contributes to supporting the institution's image and enhancing its reputation by organizing the flow of information, promoting transparency, and fostering interaction among various actors within the institution. Conclusion In conclusion, the study confirms that the subject of communication technology strategy within institutions, especially hospitals, is a dynamic and continuously evolving field. This is due to its constant development and close link to digital transformation, making it in perpetual need of further research and study.
