Abstract

This study aims to shed light on the role of business incubators in supporting small and medium-sized enterprises (SMEs) and their contribution to economic and social development, considering them as a new avenue for exploiting local resources and raw materials. A sample of experiences from some developed and Arab countries in the field of business incubators was adopted, leading to the experience of Algeria. The study concluded that the services provided by incubators contribute significantly to enhancing and supporting enterprises. Despite their recent establishment, business incubators in Algeria offer a range of services according to their available capabilities, which help in supporting and upgrading the affiliated SMEs. However, there is still a need to intensify efforts and provide a suitable environment to achieve the desired objectives. The study recommended several important suggestions to activate the role of business incubators in Algeria, including the appropriate selection of the incubator location and its supervising administration, as well as strengthening the relationship between business incubators and financial institutions, banks, and investment-related entities. تهدف هذه الدراسة إلى تسليط الضوء على دور حاضنات الأعمال في دعم المؤسسات الصغيرة والمتوسطة ومساهمتها في التنمية الاقتصادية والاجتماعية، باعتبارها سبيلاً جديداً لاستغلال الموارد والمواد الخام المحلية. وقد تم الأخذ بعين الاعتبار تجارب بعض الدول المتقدمة والعربية في مجال حاضنات الأعمال، وصولاً إلى تجربة الجزائر.

وخلصت الدراسة إلى أن الخدمات التي تقدمها الحاضنات تُسهم بشكل كبير في تعزيز ودعم المؤسسات. ورغم حداثة إنشائها، تُقدم حاضنات الأعمال في الجزائر مجموعة من الخدمات وفقاً لإمكانياتها المتاحة، مما يُسهم في دعم وتطوير المؤسسات الصغيرة والمتوسطة التابعة لها. ومع ذلك، لا تزال هناك حاجة إلى تكثيف الجهود وتوفير البيئة المناسبة لتحقيق الأهداف المرجوة. وأوصت الدراسة بعدة مقترحات هامة لتفعيل دور حاضنات الأعمال في الجزائر، منها الاختيار المناسب لموقع الحاضنة وإدارتها المشرفة، بالإضافة إلى تعزيز العلاقة بين حاضنات الأعمال والمؤسسات المالية والبنوك والجهات ذات الصلة بالاستثمار
