مساهمة القطاع الفالحي في تفعيل التنويع االقتصادي في الجزائر

Abstract

تهدف هذه الدراسة إلى تبيان مكانة القطاع الفلاحي ودوره في تحقيق التنويع الاقتصادي في الجزائر، حيث يعتبر الاقتصاد الجزائر يأحد الاقتصاديات الريعية التي تعتمد بدرجة كبيرة على منتج واحد في عملية التصدير وكذا الاعتماد عليها كمورد أساسي في تمويل الميزانية، وارتباط هذا الأخير بقطاع المحروقات يبين هشاشته، وبهذا الصدد انتهجت الحكومة الجزائرية سياسات وبرامج تنموية ووضعت استراتيجيات للتخلص من التبعية للمحروقات وتنويع الاقتصاد الجزائري. وأظهرت نتائج الدراسة إلى أن هناك تأثير ايجابي للقطاع الفلاحي من خلال مساهمته في الناتج الداخلي الخام وترقية الصادرات والتقليل من حجم البطالة، وهذا ما يؤكد أهمية القطاع في تحقيق التنويع الاقتصادي، وأن هذه المساهمة لا تزال معتبرة، ولا ترقى إلى المستوى المرغوب لو أخذبعين الاعتبار الإمكانيات المتاحة التي يزخر بها الاقتصاد الجزائري. وخلصت الدراسة إلى مجموعة من الاقتراحات الهامة أبرزها ضرورة قيام الدولة بتعزيز ودعم القطاع الفلاحي من خلال زيادة التوعية، مما ينعكس على تحقيق التنويع الاقتصادي لديها. باللغة الانجليزية This studyaims to clarify the status of the agricultural sector and itsrole in achievingeconomic diversification in Algeria, as the Algerian economyisconsidered one of the rentier economiesthatdepend to a large extent on one product in the export process, as well as relying on it as a basic resource in financing the budget, and the latter’sconnection to the hydrocarbonssector shows itsfragility. In this regard, the Algerian government has pursueddevelopmentpolicies and programs and developedstrategies to eliminatedependence on fuels and diversify the Algerian economy. The results of the studyshowedthatthereis a positive impact of the agricultural sectorthroughits contribution to the grossdomesticproduct, promoting exports, and reducing the level of unemployment. This confirms the importance of the sector in achievingeconomic diversification, and thatthis contribution isstillsignificant, and does not rise to the desiredlevel if takenintoaccount.
