Abstract

انطلقت هذه الد ا رسة من هدف يتمحور حول الكشف على تأثير الرقمنة على الأداء محاولين بذلك إب ا رز كيفية هذا التأثير . وقد حاولنا من خلال ذلك د ا رسة الموضوع نظريا وميدانيا حيث تبين في الد ا رسة نظريه أن الرقمنة مشروع من المشاريع الهامه على كل الأصعدة مع حرص الدولة على إيلاءه الأهمية القصوى من خلال تعيين و ا زرة خاصة بمتابعة هذا المشروع إذ تعتبر مفتاح النجاح لكل شعوب العالم وهذا لما تركته من تأثي ا رت عميقة على الحياه الاجتماعية بشكل عام والمؤسسات بشكل خاص إذ أصبح ل ا زما عليها التكيف مع التغي ا رت والتأقلم معها لكسب رهانات هذا العصر والاهتمام بالمورد البشري في هذا المجال وتأهيله وبذلك يرتفع مستوى الأداء وهو الهدف المرجو تحقيقه ، ومن أجل تحقيق هذه الأهداف واختبار فرضيه الد ا رسة جاء ذلك في خمسه فصول تضمنت عده مصادر فكريه ومنهجيه متمثلة في المعلومات النظرية لمتغيري الرقمنة والأداء ومن ناحيه ثانيه تم اتباع جمله خطوات منهجيه لضبط الجانب الميداني لد ا رستنا الحالية أيضا اعتمدنا على المنهج الوصفي في د ا رستنا وذلك لملائمته لهذا النوع من الد ا رسات وفيما يخص أدوات جمع البيانات والمعلومات تم استخدام كل من الملاحظة والاستمارة وذلك وفق أسلوب المسح الشامل حيث تم إج ا رء الد ا رسة الميدانية بمديريه البناء والتعمير والهندسة المعمارية لولاية الطارف فبعد استخلاص نتيجة عامه مفادها ان الرقمنة لها تأثير كبير وايجابي على الاداء بالمديرية توصلنا إلى النتائج كالتالي : - تساهم تكنولوجيا المعلومات مثل الحواسيب والب ا رمج والتطبيقات الحديثة والشبكات في زياده الكفاءة لدى الموظفين ويتجلى ذلك من خلال الأداء وتوفير الخدمة بجهد اقل وربح للوقت وبفعالية وجوده عالية . - لتكنولوجيا المعلومات الأثر البالغ في تحسين المهام وتنظيمها وإدارة الوقت وأداء المهام بكل مسؤوليه . - تخلق تكنولوجيا المعلومات جو من التواصل والتعاون والتعامل بين الموظفين. - تعمل تكنولوجيا معلومات على تسهيل التواصل بين الموظفين من خلال استعمال وسائل التكنولوجيا الحديثة مثل البريد الالكتروني وسائل التواصل الاجتماعي والذي يهدف الى تحسين وتنسيق المهام بين الفرق . - نستطيع من خلال وسائل الاتصال الحديثة الاحتفاظ بسجلات والمستندات المهمة بشكل سهل ومنظم مع إتاحة الفرصة للاطلاع عليها في كل وقت فبكل سهوله من خلال عمليه البحث وهذا ما يزيد من المصداقية والدقة . ساهمت وسائل الاتصال الحديثة في زياده فاعليه الأداء داخل مديرية التعمير والهندسة المعمارية والبناء لولاية الطارف وذلك من خلال تبني التكنولوجيا رقميه وتحسين عمليه التعزيز التواصل وتقديم خدمات أفضل وزياده في مستوى الأداء عن طريق الكفاءة والفعالية يمكن المؤسسة تحقيق التميز والنجاح في هذا القطاع .

This study started with a goal centered around revealing the impact of digitization on performance, thus trying to highlight the nature of this impact. Through this, we have tried to study the issue theoretically and in the field, as the study showed that digitization is one of the important projects at all levels, with the state keen to give it the utmost importance by appointing a special ministry to follow up on this project, as it is considered the key to success for all the peoples of the world, and this is due to the effects it has had. It has a profound impact on social life in general and institutions in particular, as it has become necessary for them to adapt to the changes and adapt to them in order to win the bets of this era and pay attention to the human resource in this field and qualify it, thus raising the level of performance, which is the goal that is hoped to be achieved. In order to achieve these goals and test the hypothesis of the study, this was stated in five Chapters included several intellectual and methodological sources, represented by theoretical information regarding the variables of digitization and performance. On the other hand, a number of methodological steps were followed to control the field aspect of our current study. We also relied on the descriptive approach in our study due to its suitability for this type of studies. With regard to tools for collecting data and information, both observation and observation were used. The questionnaire was based on a comprehensive survey method, as the field study was conducted in the Directorate of Building, Reconstruction and Architecture of the state of Al-Tarf. After drawing a general conclusion that digitization has a significant and positive impact on the performance of the directorate, we arrived at the following results: Summary of the study in English Summary Information technology, such as computers, programs, modern applications, and networks, contributes to increasing the efficiency of employees, and this is evident through performance and provision of service with less effort, time saving, and high efficiency and quality. Information technology has a significant impact on improving tasks, organizing them, managing time, and performing tasks with full responsibility. Information technology creates an atmosphere of communication, cooperation and interaction between employees. Information technology facilitates communication between employees through the use of modern technological means such as e-mail and social media, which aims to improve and coordinate tasks between teams. Through modern means of communication, we can keep important records and documents in an easy and organized manner, while providing the opportunity to view them at all times, easily through the research process, and this increases credibility and accuracy. Modern means of communication have contributed to increasing the effectiveness of performance within the Directorate of Construction, Architecture and Building of the state of Al-Tarf. By adopting digital technology, improving the process of enhancing communication, providing better services, and increasing the level of performance through efficiency and effectiveness, the organization can achieve excellence and success in this sector
