واقع تمويل المشاريع الاستثمارية في الجزائر- دراسة حالة

Abstract

تهدف هذه الدراسة إلى تسليط الضوء على واقع تمويل المشاريع الاستثمارية في الجزائر، من خلال دراسة حالةالصندوق الوطني للتوفير و الاحتياط -بنك - وكالة الطارف ، ولتحقيق أهداف الدراسة الراهنة ، فقد تم الاعتماد على المنهج الوصفي التحليلي، كما تم الاعتماد على المقابلة المباشرة كأداة رئيسية لجمع البيانات و تحليلها. وتوصلت الدراسة إلى مجموعة من النتائج، أهمها أن الصندوق الوطني للتوفير والاحتياط - بنك- وكالة لطارف يساهم بشكل فعّال في تمويل المشاريع الاستثمارية بما فيها مشروع BIOLYNK ، إلا أن هذا الدور يبقى مقيدا جملة من الشروط الإدارية والمالية المتعلقة بالضمانات والملفات الائتمانية وقدرة السداد.، كما أظهرت النتائج وجود عض العراقيل الإجرائية التي قد تؤثر على سير عملية التمويل، مما يستدعي ضرورة تحسين الإجراءات وتطوير آليات المرافقة لتعزيز فعالية التمويل البنكي ودعم الاستثمار المحلي بشكل أفضل. This study aims to shed light on the reality of financing investment projects in Algeria through a case study of the National Savings and Provident Fund - Bank, El Tarf Agency. To achieve the objectives of the present study, the descriptive-analytical method was adopted, in addition to the use of direct interviews as the main tool for data collection and analysis. The study reached a set of findings, the most important of which is that the National Savings and Provident Fund - Bank, El Tarf Agency, contributes effectively to the financing of investment projects, including the BIOLYNK project. However, this role remains constrained by a set of administrative and financial conditions related to guarantees, credit files, and repayment capacity. The results also revealed the presence of certain procedural obstacles that may affect the financing process, which calls for improving procedures and developing support mechanisms in order to enhance the effectiveness of bank financing and better support local investment.
